Noel Kelly is the Programme Coordinator for programmes and projects within the Armament and Disarmament research area at SIPRI. These include the Arms Transfers and Military Expenditure Programme; the Biological, Chemical and Nuclear Weapons programme; the Dual-use and Arms Trade Control Programme; and projects on emerging military and security technologies. Noel provides planning and project support to researchers and manages day-to-day administration. He joined SIPRI in October 2007.
Noel also contributes to SIPRI’s research, including writing for the SIPRI Yearbook, assisting with reporting on arms embargoes and the annual SIPRI military expenditure questionnaire, and the findings of the United Nations reporting system on military expenditure. Noel further supports research work at SIPRI by helping maintain several databases common to these projects.
