Enforcing European Union Law on Exports of Dual-use Goods

Export controls on dual-use goods—goods that can be used for both civilian and military purposes—are an essential tool in combating the proliferation of weapons of mass destruction (WMD). This report examines the role of national law enforcement and criminal justice systems in the effective enforcement of export controls, focusing on the enforcement of European Union export control rules in the member states.

Terrorism in Asymmetrical Conflict: Ideological and Structural Aspects

This thought-provoking book challenges the conventional discourse on—and responses to—contemporary terrorism. It examines the synergy between the extremist ideologies and the organizational models of non-state actors that use terrorist means in asymmetrical conflict. This synergy is what makes these terrorist groups so resilient in the face of the counterterrorist efforts of their main opponents—the state and the international system—who are conventionally far more powerful.

Reforming Nuclear Export Controls: The Future of the Nuclear Suppliers Group

Reforming Nuclear Export Controls: The Future of the Nuclear Suppliers Group examines the structure and activities of the Nuclear Suppliers Group (NSG), a body of 45 states committed to applying effective controls on exports of an agreed set of nuclear materials and technologies. The diversion to military programmes of nuclear materials and technologies originally imported for peaceful purposes has played a key role in the known cases of nuclear proliferation.

French Nuclear Tests in the Atmosphere: The Question of Legality

In 1973, 10 years after the signing of the Partial Test Ban Treaty, the protests against nuclear-weapon tests in the atmosphere were particularly vigorous and assumed large proportions. The explosions carried out in the Pacific region by France, one of the countries which refused to join the treaty, were found most objectionable. The legality of the French tests was challenged in the International Court of Justice.

Strategic Arms Limitation Part II

The Strategic Arms Limitation Talks between the USA and the USSR have been a matter of continuous and active interest to SIPRI. The SIPRI Yearbook 1972 discussed the subject at length, but at the time the SALT agreements were signed in Moscow, the Yearbook was already in print. The opinions expressed in the Yearbook remain valid, but it seems useful to supplement them with a detailed analysis of the recent agreements, and to examine the future of the strategic arms race and possible measures to control it.

Prospects for Arms Control in the Ocean

During the 1970s many of the important advances in military technology will be related to ocean warfare. SIPRI has, therefore, taken an active interest in military developments in the ocean and the topic was dealt with extensively in the SIPRI Yearbook 1969/70. It is now an appropriate time to review the subject—in particular, the prospects for arms control in ocean.

This paper is a study written by Sven Hirdman, a member of the SIPRI staff, for the Pacem in Maribus III Convocation, Malta, 27 June to 3 July 1972.
