On 4–5 February, Spain hosted the third REAIM Summit—a multistakeholder gathering dedicated to international dialogue on the responsible development and use of AI in the military domain. SIPRI’s Governance of AI programme was on the ground, contributing to the conversations, with two of its members sharing insights from their recent work.
Dr Vincent Boulanin joined the panel on the ‘International Security Implications of Agentic AI and its Impact on the Military Domain’. Building on his recent research into the risks of advanced AI, he explored whether agentic AI poses fundamentally new challenges for international peace and security. He also outlined exactly which concerns policymakers need to prioritize right now, particularly within the context of the REAIM process.
Dr Alexander Blanchard spoke on the panel ‘Sustaining Human Agency in the Military Domain’. He presented a newly co-published best practices toolkit, developed in collaboration with the University of Southern Denmark. This toolkit provides actionable guidance for policymakers, developers, and users of AI systems to ensure human agency is maintained over the use of force.
