SIPRI expert delivers keynote at EU research security conference

On 30 October, Lauriane Héau, SIPRI Researcher, delivered a keynote speech at the first European Union Flagship Conference on Research Security.

Héau delivered the address during one of the breakout sessions, presenting the key findings of a policy paper published in March 2025 on ‘The EU Research Security Initiative: Implications for the Application of Export Controls in Academia and Research Institutes’. The paper was part of the EU Non-Proliferation and Disarmament Consortium (EUNPDC) series.  

The keynote explored the relationship between export controls and research security, highlighting key differences and similarities, and possible ways that synergies could be developed and utilized to manage interactions between the two instruments both at the policy and the practitioner level.

The conference took place on 28–30 October and was co-organized by the European Commission and 12 European research associations. The session, titled ‘Research Security & Export Controls—Proven Methods or New Paths?’, was organized by the European Export Control Association for Research Organisations (EECARO) and included a panel session with representatives of EECARO and representatives from Imec, the German Aerospace Center, the University of British Columbia, KU Leuven and Fraunhofer-Gesellschaft.
