On 9–10 September, SIPRI’s Governance of Artificial Intelligence (AI) Programme hosted a closed in-person dialogue on how states and industry actors can collaborate to support the lawful development and use of AI in the military domain.
The dialogue brought together representatives of ministries of defence and foreign affairs, academics, industry actors and experts from organizations including the International Committee of the Red Cross, the North Atlantic Treaty Organization and the United Nations Institute for Disarmament Research. Participants exchanged experiences of how states and industry currently interact during the design and procurement stages of military AI capabilities, including the extent to which international humanitarian law (IHL) considerations are incorporated into these interactions.
Discussions also examined how states and industry could work more effectively together to build compliance with relevant legal commitments into their engagement. The dialogue forms part of a wider SIPRI project that explores how IHL should be considered during the design stage of military AI. The project will develop recommendations for states on translating legal commitments into norms, standards and guidance for industry.
