Dr Miranda Smith

Dr Miranda Smith is a Researcher in SIPRI’s Weapons of Mass Destruction Programme, focusing on the governance of biological and chemical weapons. Her work spans biorisk management, dual-use research, and global frameworks to reduce risks from emerging biotechnologies. Prior to joining SIPRI, she held senior advisory roles with the U.S. government, including at USAID, the U.S. Department of Health and Human Services, and the Department of State. She has contributed to international coordination under the Biological Weapons Convention, World Health Organization, G7, G20, Asia-Pacific Economic Cooperation, and NATO.

Trained as a military pharmacist, Dr Smith has more than a decade of experience across the U.S. Government, including military service in the U.S. Air Force. She brings interdisciplinary expertise in public health, arms control, and crisis response to her research on chemical and biological risk mitigation. She is a certified Project Management Professional and IFBA-certified in Biorisk Management.
