The Jam consisted of six thematic forums: the new global balance; the European Union as a global security broker; the role of the North Atlantic Treaty Organization in 2025; cyber-security and cyber-defence; Ukraine and Russia; and Syria.

SIPRI hosted the forum on the European Union as a global security broker.

Input from SIPRI was provided by Lars-Erik Lundin, a Distinguished Associate Fellow with the SIPRI European Security Programme; Dr Neil Melvin, Head of SIPRI's Peacebuilding in the Caucasus Project; Dr Jaïr van der Lijn, who leads SIPRI's work on peace operations and conflict management; and Dr Ian Anthony, SIPRI Director and Director of the SIPRI European Security Programme.
