Guillaume Juan

Guillaume is an Intern in the Emerging Military and Security Technologies Programme, working on issues related to the production, use and control of new technologies, notably autonomous weapon systems, cyber security and military human enhancement.

His master's dissertation reviewed the challenges of cyber warfare to the law of armed conflict and focused on their humanitarian impacts and global regulation attempts. His other research interests include the impact of hybrid security threats on human rights and the settlement of international disputes. Prior to joining SIPRI, Guillaume worked as a trainee in the Council of Europe’s Parliamentary Assembly Committee on Legal Affairs and Human Rights. He also worked as a volunteer for the Scottish Refugee Council and the French Human Rights League.
