Monitoring Illicit Arms Flows: Sanctions, Networks and Capacity Building
The Stockholm International Peace Research Institute (SIPRI) organized an expert seminar on arms trafficking and sanctions monitoring at the UN Headquarters, New York on 28 and 29 August 2012. This was done within the framework of an EU Council Decision under the auspices of the High Representative of the Union for Foreign Affairs and Security Policy.

The event brought together national and international experts in the fields of sanctions monitoring, civil aviation, peacekeeping, crisis management, disarmament, aviation intelligence, proliferation, export control, defence, law enforcement, customs and security.

The event promoted effective information-sharing, tools and techniques for the better monitoring and detection of air cargo actors engaged in destabilizing commodity flows and is one of series of regional seminars aimed at establishing best practices in these fields.

Two lunchtime side event seminars related to maritime-related issues were also held. They focused on trafficking via shipping container and counter proliferation and counter trafficking strategies to engage with open registries and insurance providers.
