Implementing Fissile Material Cut-off Treaty (FMCT) in the nuclear weapon-possessing states: a survey of issues and options
This project examines the modalities and principles for effectively verifying a treaty prohibiting the production of fissile material for nuclear weapons, in accordance with the negotiating mandate adopted by the Conference on Disarmament. Particular attention has been given to assessing the applicability to nuclear-weapon possessing states of the technologies and methods currently used to verify the compliance of non-nuclear weapons states with their safeguards agreements with the International Atomic Energy Agency.
