ATT Side-Event: ISACS Module on Controlling International Transfers of SALW

Senior researcher Mark Bromley attended a side-event at the Preparatory Committee for the United Nations Conference on an Arms Trade Treaty organised by the UN Coordinating Action on Small Arms (CASA). The event focussed on one of the International Small Arms Control Standards (ISACS) which UN CASA is developing. Specifically, the event focussed on the module dealing with 'national controls over the international transfer of small arms and light weapons.' ATT Side-Event: Implementing an ATT

Director of SIPRI Arms Transfers Programme Paul Holtom and senior researcher Mark Bromley attended a side-event at the Preparatory Committee for the United Nations Conference on an Arms Trade Treaty organised by the Permanent Missions of Norway and Mexico to the United Nations and SIPRI. SIPRI launched a new Policy Paper at the side-event, ‘Implementing an Arms Trade Treaty: Lessons on Reporting and Monitoring from Existing Mechanisms’. Paul and Mark gave presentations on the paper’s main findings with regard to ‘lessons learned’ from reporting to relevant multilateral instruments on arms transfers and transfer controls and options for reporting under an ATT. ATT Side-Event: Implementing an ATT

Director of SIPRI Arms Transfers Programme Paul Holtom and senior researcher Mark Bromley attended a side-event at the Preparatory Committee for the United Nations Conference on an Arms Trade Treaty organised by the Swedish Ministry of Foreign Affairs and SIPRI. SIPRI launched two new background papers at the side-event, which considered existing practices and options for states to exercise effective controls over the import, transit and trans-shipment of conventional weapons in order to prevent their diversion from the licit to the illicit arms market. Mark gave a presentation on ‘Import controls in the Arms Trade Treaty’ and Paul gave a presentation on ‘Transit controls in the Arms Trade Treaty’. Seminar: Arms Trade Treaty: Perspectives and Implementation issues 

Director of SIPRI Arms Transfers Programme Paul Holtom attended a seminar on the Arms Trade Treaty (ATT) organised by the French Ministry of Foreign and European Affairs, the Fondation pour la Recherche Stratégique (FRS) and The United Nations Institute for Disarmament Research (UNIDIR). The seminar focused upon issues relating to national and international implementation of an ATT. Paul gave a presentation on 'Compliance: Transparency, reporting and consultation. Seminar on Supporting the Arms Trade Treaty Negotiations

SIPRI Senior Researcher Mark Bromley attended a regional seminar for countries in the Americas and the Caribbean organised by UNIDIR in cooperation with the the European Union (EU) and the government of Uruguay. The seminar was one of a series of such events aimed at supporting the preparatory process leading up to the UN Conference on the arms trade treaty (ATT) in 2012. Workshop:'Arms Trade Treaty: Contentious issues'

The SIPRI Arms Transfers Programme co-organised a two-day workshop with the Swedish Ministry of Foreign Affairs to discuss some of the contentious and complex issues for an ATT. Individual sessions at the workshop covered the following topics: international perspectives on the current state of play and challenges ahead; scope; criteria; national implementation; reporting, review and monitoring; and international cooperation and assistance. Participants included representatives of a number of Swedish government agencies and international experts from Australia, France, the UK and the USA. The Director of the Arms Transfers Programme, Paul Holtom, chaired several of the sessions at the workshop and senior researcher Mark Bromley provided a kick-off presentation for the session on national implementation. Seminar: Proliferation of Small Arms and Light Weapons – Responsibilities, Challenges and Opportunities for Middle Eastern and North African States

SIPRI Senior Researcher Pieter Wezeman attended a seminar aimed at raising awareness amongst parliamentarians from North Africa and the Middle East about the proliferation of Small Arms and Light Weapons. The meeting was organized by the Parliamentary Forum on Small Arms and Light Weapons and the House of representatives of Cyprus. Pieter gave a presentation about the concerns and responsibilities related to transfers of small arms and light weapons to and from the Middle East and North Africa. Director of SIPRI Arms Transfers Programme, Paul Holtom, attended the Ditchley Foundation conference 'Small arms: Is control possible? in the UK. The conference addressed international processes relating to small arms, with in-depth discussions of issues relating to the supply of small arms, international cooperation and armed violence and development. Conference: Export controls and the European defence market: can effectiveness be combined with responsibility?

SIPRI Senior Researcher Mark Bromley attended a conference on export controls and the European defence market organised by the Flemish Peace Institute, the Strategic Goods Control Unit of the Flemish Department of Foreign Affairs, the Groupe de Recherche et d’Information sur la Paix et la Sécurité (GRIP) and SIPRI, with the support of the Belgian Presidency of the EU Council. Mark made a presentation on the question of whether the EU’s Common Position on arms exports has led to a harmonization of member states’ arms export control policies. Read more about the event here. SIPRI Arms Transfers Programme seminar: The Supply of Arms in a Theoretical Perspective

SIPRI Arms Transfers Programme intern Lucie Béraud-Sudreau gave a presentation on theoretical approaches to arms exports. The aim of the presentation was to consider the application of the three major paradigms of international relations theories to arms exports as part of a process to understand why states supply arms. Regional Arms Exports Information Exchange Process

SIPRI Senior Researcher Mark Bromley attended a workshop organised by the South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC). The workshop brought together government officials from Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro and Serbia to discuss issues relating to arms export controls. Mark presented the results of a SEESAC commissioned study on the production of national and regional reports on arms exports by EU member states and states in south eastern Europe. Regional Seminar on Arms Export Control

Shaping, Fine-Tuning and Finalising International Small Arms Control Standards (ISACS)

SIPRI Senior Researcher Mark Bromley attended a workshop in Geneva Switzerland focused on revising and developing the International Small Arms Control Standards (ISCACS). The ISACS project is being led by the UN Coordination Action on Small Arms (UN CASA) and aims to develop a set of internationally accepted and validated standards that provide clear and comprehensive guidance to practitioners and policy-makers on small arms and light weapons (SALW) control. Briefing on Russia-China relations

Director of SIPRI Arms Transfers Programme, Paul Holtom, gave a briefing on Russian-Chinese military technical cooperation to the Finnish Ministry of Defence and Ministry of Foreign Affairs. The briefing considered the reasons offered by Chinese and Russian analysts for the recent decline in deliveries of major conventional weapons from Russia to China and prospects for further cooperation. Taller binacional Chile-Argentina analizó transparencia en gastos militares [Chile-Argentina Bi-national Workshop discussing transparency in military spending]

SIPRI Senior Researcher Mark Bromley attended an inter-governmental workshop in Santiago Chile jointly organised by the govenments of Chile and Argentina. The workshop focused on the development of improved mechanisms of transparency and information sharing in the field of military spending in South America. Mark made a presentation of SIPRI data on military spending and arms acquisitions within South America and presented options for improving transparency in these areas. Read more about the event here. Seminar ‘Reporting on conventional arms transfers’

Director of SIPRI Arms Transfers Programme, Paul Holtom, gave a presentation on ‘Reporting on conventional arms transfers’ at a side-event in the context of discussing an ATT on the UN Register of Conventional Arms, during the first Arms Trade Treaty Preparatory Committee. The side-event was organised by the United Nations Office for Disarmament Affairs (UNODA). The session discussed trends in reporting to the UN Register, questions regarding the relevance of the Register and potential lessons for discussions towards an Arms Trade Treaty.

SIPRI Researcher Mark Bromley attended a Regional Seminar on Arms Export Control in Sarajevo. The Financial Value of global arms sales, new figures for 2009 

According to the SIPRI Arms Transfers Database, the countries that produce official data on their arms exports account for over 90% of the total volume of deliveries of major conventional weapons. By adding together the financial value of their arms exports, it is possible to arrive at a rough estimate of the financial value of the global arms trade. SIPRI researchers have recently updated the information, now also covering 2008. The figures are available here.
