Dr Paul Holtom was tasked with developing a template EUC, drawing upon the elements contained in the OSCE Decision No. 5/04 and also international and national best practices. The template was presented at a Special OSCE Forum for Security Cooperaton Meeting on Small Arms and Light Weapons at the OSCE on 28 September 2011.
