This study is designed to contribute to policies aimed at reducing and preventing 'illicit or destabilizing conventional arms transfers, particularly in relation to destinations in Africa. It will identify the most appropriate tools that have been developed within the EU and Wassenaar Arrangement for tackling illicit and destabilizing transfers of SALW by air transport for tackling maritime transport. This study will be based on a combination of data analysis and comprehensive surveys with field missions to selected countries. The study will also include a comprehensive analysis of all existing cases of illicit or destabilizing transfers of conventional arms by martitime transport since 1991 for potential inclusion in the final report.
