Taking stock of international security

Each year the SIPRI Yearbook takes stock of developments related to international security, armaments and disarmament. As the Yearbook for 2010 finds, whilAlthough there have been some hopeful signs, overall the world continues to face continuing and growing challenges to security, stability and peace. Contradictions seem to abound. While there are a record number of multilateral peace operations, major armed conflict continues in regions around the globe. Despite the global financial crisis and recession, levels of military spending, arms trade and arms production all continue to rise and, while there are high-level calls for nuclear disarmament, the world faces the prospect of more nuclear proliferation in the years to come.
In this essay, SIPRI Director Dr Bates Gill gives a glimpse of some of the key findings in the recently released SIPRI Yearbook 2010.

SIPRI Yearbook 2010 out now
On 2 June SIPRI launched the 41st edition of its Yearbook on Armaments, Disarmament and International Security. In addition to the release of its much anticipated military expenditure figures, Yearbook 2010 offers an authoritative account and analysis of recent developments in a number of security-related fields. The global financial crisis, the conflict in Afghanistan, and nuclear weapons and disarmament are among some of this year's cross-cutting security themes. Ukraine's integration into European security cooperation SIPRI, together with the Polish Embassy in Stockholm, will host a two-day conference on Ukraine's integration into European security cooperation. The conference complements the agenda of the EU's Eastern Partnership (EAP) with a discussion of select security-related problems that are critical to facilitating Ukraine's 'European destiny' and building its sense of inclusion. Key speakers include Mr. Adam Kobieracki (Head of the Security Policy Department of the Polish Ministry for Foreign Affairs and former NATO Assistant Secretary General for Operations, 2003-2007), Ms. Malena Mård (Deputy Director-General, Eastern Europe & Central Asia Dept, MFA, Sweden) and Mr. Yevgen Perebyinis, Ambassador of Ukraine to Sweden. China and global security: the first Rosenbad China Seminar and launch of the Stockholm China Alliance As part of the Stockholm China Alliance (SCA), SIPRI hosted the first SCA seminar on China-EU security relations. Nuclear forensic analysis as a tool for preventing and deterring nuclear terrorism SIPRI Researcher Vitaly Fedchenko discussed the 'Non-proliferation applications of nuclear forensics' at the workshop 'Nuclear Forensics and Legal Aspects of Combating Nuclear and Radiological Terrorism', hosted in the framework of the Global Initiative to Combat Nuclear Terrorism (GICNT) by the Israeli Atomic Energy Commission and Ministry of Foreign Affairs. SIPRI Yearbook issue round table: the world after the Nuclear Non-Proliferation Treaty Review Conference On the occasion of the launch of SIPRI Yearbook 2010, SIPRI held an expert round table. Open to the public, it was attended by around 90 guests from academia, civil society and the diplomatic community in Stockholm. Panelists included:
- Dr Alexei Arbatov, Carnegie Moscow Centre, SIPRI Board member and Russia's leading thinker on arms control
- Dr Barry M. Blechman, co-founder of the Henry L. Stimson Center, a public policy institute focused on nuclear disarmament
- Rolf Ekéus, Chairman of the SIPRI Governing Board and former member of the UN Secretary-General's Advisory Board on Disarmament
- Åsa Gustafsson, Deputy Director of the Swedish Ministry for Foreign Affairs Department for Disarmament and Non-Proliferation
- Henrik Salander, Secretary-General of the Blix Weapons of Mass Destruction Commission 2003-2006 and Senior Advisor to SIPRI

Understanding increased arms acquisitions in South America SIPRI Researcher Mark Bromley gave a presentation entitled 'An arms race in our hemisphere: trends and implications of military expenditures in South America' at an event in Washington, DC, co-organized by the Brookings Institute and the Center for Hemispheric Defense Studies. The event examined the recent increases in arms acquisitions and military spending in South America and the potential implications for regional security and US foreign policy. EthicalCargo: general awareness seminars in Geneva SIPRI's EthicalCargo Training Officer Jon Fowler and Outreach and Communications Officer Caroline Säfström held awareness seminars and provided training to a range of Geneva-based personnel from United Nations and NGO humanitarian agencies, including the Inter-Agency Standing Committee (IASC), the primary mechanism for inter-agency coordination for humanitarian assistance. Conference: the transatlantic partnership and relations with Russia Dr Ian Anthony, Director of the SIPRI Programme on Arms Control, Disarmament and Non-proliferation, addressed the issue of arms control in the Euro-Atlantic space at a conference hosted by the Atlantic Council, in partnership with the Institute for Security and Development Policy. The meeting assembled around 45 policymakers, parliamentarians and leading Russia experts to develop recommendations for a more cohesive European and US approach towards Russia. Successful controls on arms brokering At an industry outreach seminar in Podgorica, Montenegro, organized by the Ministry of Economy of Montenegro and the South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC), Director of the SIPRI Arms Transfers Programme Dr Paul Holtom gave a presentation on 'The experience of EU countries as regards arms brokering'. 2010 NPT Review Conference: SIPRI hosts dialogue for non-nuclear weapon states SIPRI hosted a final dialogue dinner at the NPT Review Conference in New York. The dialogue, led by Ambassador Rolf Ekéus, Chairman of the SIPRI Governing Board, focused on how a greater consensus could be generated among the non-nuclear weapon states for shaping a successful outcome of the 2010 NPT Review Conference. As an emerging global power, it will be more difficult for China to lay low or merely repeat longstanding declarations of principle. Moreover, the advent of more advanced conventional weapons, including missile defences and space-based weapons, places further pressures on China to revisit its policies and practices on the role of nuclear weapons. SIPRI Insights on Peace and Security no. 2010/2 China prepares for an ice-free Arctic Linda Jakobson The prospect of the Arctic being navigable during summer months as a result of climate change has impelled the Chinese Government to allocate more resources to research in the High North. Several Chinese academics have encouraged their government to be aware of the political, economic and military implications of shorter shipping routes and untapped energy resources. SIPRI Insights on Peace and Security no. 2010/1 Demilitarizing mining areas in the Democratic Republic of the Congo: the case of northern Katanga Province Ruben de Koning The illegal economic exploitation of artisanal mining areas by military forces is a persistent problem in the eastern Democratic Republic of the Congo (DRC), even in areas such as northern Katanga Province that are in transition to peace. Many former rebels and militia have not demobilized or been properly integrated into new army structures, and the benefits they derive from mining serve as a disincentive to do so.
