Is South America on the brink of an arms race?

On 15 September 2009 US Secretary of State Hillary Clinton stated that Venezuela's recent arms acquisitions outpaced those of any other country in South America and raised questions about whether an arms race was looming in the region. While it is important to draw attention to disturbing military trends, identifying workable solutions to them depends on characterizing them correctly. So are Clinton's fears justified?

Small arms and light weapons control in Eastern Europe
A report by Dr Paul Holtom, Director of the SIPRI International Arms Transfers Programme, seeks to guide efforts to strengthen controls on small arms and light weapons transfers in the Former Yugoslav Republic of Macedonia (FYROM). In 2009 the Macedonian Government requested assistance from the South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) to strengthen its national legislation on arms brokering controls and bring them in line with European Union (EU) guidelines. The FYROM has been a candidate for EU membership since 2005. Dr Holtom's report, Implementation of the EU Common Position on the Control of Arms Brokering, published by SEESAC, analyses some of the approaches taken by EU member states and states in the Western Balkans to implement the mandatory and optional provisions on the control of arms brokering as set forth in the EU Common Position 2033/468/CFSP of 23 June 2003. It also sets out options for arms brokering controls for the FYROM. SIPRI joins web portal on European Union missions
SIPRI is pleased to have become a partner in a web portal on the EU's peace-support and crisis prevention activities. The portal, Common Security and Defence Policy-Mission Analysis Partnership or CSDP MAP, is hosted by the International Security Information Service, Europe (ISIS Europe) and brings together the expertise on CSDP issues of think tanks, governmental and non-governmental organizations, EU institutions and others. SIPRI to host 'Security Jam' discussion forum
The Security Jam is a five-day virtual conference to identify concrete solutions to the global security challenges of the 21st century. Running from 4 to 9 February 2010, it will bring together prominent political and military figures, security and defence practitioners, academic experts, civil society representatives and journalists from around the world. Ten key recommendations from the Jam will be presented to EU and NATO leaders in April 2010. You are welcome to join SIPRI's interactive discussion forum, 'Capabilities and budgets: will the tools of today be suited to the missions of tomorrow?' New MERCURY Newsletter out now
The second issue of the MERCURY Newsletter is now available. The MERCURY project on Multilateralism and the EU in the Contemporary Global Order is a consortium of academic institutions and think tanks that critically examines the EU's contribution to multilateralism. SIPRI experts contribute to new book on the global arms trade
Five SIPRI researchers have contributed to The Global Arms Trade: A Handbook, edited by Andrew T. H. Tan, which was published by Routledge in January 2010. Mark Bromley, Researcher with the International Arms Transfers programme, is co-author of a chapter on 'Arms modernization in Latin America'. Senior Fellow Siemon Wezeman, also of the International Arms Transfers programme has contributed a chapter on 'The global arms trade after the cold war'. Programme Director Dr Elisabeth Sköns and Senior Researcher Dr Sam Perlo-Freeman of the Military Expenditure and Arms Production programme have contributed chapters on 'The US defence industry after the cold war' and 'The UK defence industry in a globalized world', respectively. Finally, a chapter by Senior Researcher Dr Sibylle Bauer, Head of the Export Control project, examines 'Post-cold war control of conventional arms'. SIPRI again ranked among the top think tanks
SIPRI has once again been ranked as one of as one of the most respected think tanks worldwide in the Go-to Think Tanks index compiled annually by the Think Tanks and Civil Societies Program at the University of Pennsylvania. This year, SIPRI is ranked fourth among non-US think tanks, the third time it has appeared in the top five. SIPRI is also ranked among the top 10 think tanks on security and international affairs (including the USA) for the third year running. The new index was released on 21 January. More than 6000 think tanks were included in the assessment. We would like to thank all of the partners, friends and former colleagues who have contributed to building and maintaining SIPRI's reputation. Read more here.

Can rival nations become partners and establish a lasting and stable peace? Professor Charles A. Kupchan will explore how nations can escape geopolitical competition and replace hostility with friendship by examining historical examples that span the globe and range from the 13th century to the present day. Professor Kupchan is a Senior Fellow of the Council on Foreign Relations and Professor of International Affairs at Georgetown University. He previously served on the US National Security Council. SIPRI expert speaks to security conference on the Lisbon Treaty SIPRI Senior Researcher Gunilla Herolf participated in the Folk och Försvar (Society and Defence) National Conference, the major annual gathering of the Swedish security community. On 19 January she gave a presentation on EU institutional and policy changes related to foreign and security policy that will result from the entry into force of the Lisbon Treaty. Video footage of the session on 'Lissabonfördraget: vad förändras?' (The Lisbon Treaty: what will change?), including Herolf's full presentation (in Swedish), can be seen here.

SIPRI addresses nuclear terrorism at NATO workshop SIPRI Researcher Vitaly Fedchenko spoke on 'Nuclear forensic analysis as a response tool to nuclear terrorism' at the NATO advanced research workshop Response to Nuclear and Radiological Terrorism. The workshop took place at NATO's Centre of Excellence on Defence Against Terrorism in Ankara, Turkey. The lecture presented definitions of nuclear terrorism and nuclear forensics, described the process of nuclear forensic analysis, and discussed its application in real terrorism cases. Nuclear non-proliferation conference at Wilton Park Dr Sibylle Bauer, SIPRI Senior Researcher and Head of the Export Control Project, chaired a break-out group on export control and illicit trafficking at the Wilton Park Conference on Nuclear Non-Proliferation and the 2010 Non-Proliferation Treaty Review, which took place on 14-18 December 2009. Export Control Assistance in Dual-Use Goods Ivana Micic and Dr Sibylle Bauer of the SIPRI Export Control Project spoke at the 2010 Experts' Meeting under the EU project Export Control Assistance in Dual-Use Goods, organized by the German Federal Office of Economics and Export Control (BAFA) and funded by the EU. The meeting brought together more than 100 licensing, customs, prosecutions and industry outreach experts from across the EU. Director of the SIPRI China and Global Security Programme (Stockholm or Beijing) SIPRI seeks a highly regarded, dynamic and experienced individual to lead its rapidly growing China and Global Security Programme. With significant funding for the programme already in place, the successful candidate will lead and manage a team of five to seven people, located in Stockholm and Beijing, to design and implement innovative research and capacity-building projects relating to China and its growing role in global security affairs. The successful candidate can choose whether to be based in Stockholm or Beijing. Read more here.
Dr Björn Hagelin rejoined SIPRI this month as a Senior Researcher after a three-year leave of absence. Dr Hagelin holds a PhD in peace and conflict research from Uppsala University. He was head of the SIPRI Arms Transfer Programme from 1998 to 2006 and has previously worked at, among other places, the Swedish Defence Research Establishment (FOA) and at Uppsala University Department of Peace and Conflict Research. He will now focus on security science and technology.

SIPRI Background Paper Arms transfers to East and Southern Africa Pieter D. Wezeman Arms flows to East and Southern Africa, which originate from a wide diversity of countries, are relatively small. However even small volumes of arms can play a major role in armed violence and can be an economic burden. Small arms and light weapons are commonly used in violent conflicts in the region.
