Loan rules for the SIPRI library

Who may borrow?

  • To borrow material from the library you must be registered as a borrower.
  • In order to become a registered borrower you have to state an address in Sweden and possess a valid identity card.
  • You have to be over 18 years.

Obligations of the borrower

  • As a registered borrower you commit yourself to follow the library loan rules.
  • An identity card must always be shown to the library staff when borrowing material.
  • Any change of postal or email address must be reported to the library.
  • You are personally responsible for the borrowed material until it is returned.
  • The borrowed material must never be lent on to another person.
  • The borrowed material must be returned on or before the due day either directly to the library or by regular mail.
  • The borrowed material must be treated with care: it is strictly forbidden to make notes, underline, use paper clips, post-it notes, tape or anything that might damage the material.
  • The borrower is obligated to compensate for lost or damaged material.

What can and cannot be borrowed?

  • Newspapers, journals, reference material, CDROM/DVDs and official publications are not lent, but must be read in the library.
  • Material published the last three years is primarily intended for SIPRI’s own research staff, but can be borrowed if available.
  • There is a limit of 10 loans.
  • The library does not effect loans from other libraries.

Loan period

  • The normal loan period is 30 days.
  • For new material of significant interest the loan period is 14 days.
  • The loan period for material that has not been requested by another borrower may be renewed.

Recalls and bills

  • Library material not returned in time will be recalled by the library.
  • The first and second reminders are sent to the borrower by email or by regular mail.
  • The third reminder is also an invoice, which is sent by regular mail only. The material is regarded as lost and the borrower is liable to pay compensation.
  • The invoice amounts to 500 SEK per item and covers both the value of the material and an administrative fee.
  • With the third reminder the borrower will also be suspended from making further loans.
  • The suspension continues until the invoice is paid or the material is returned.

Confidentiality and the handling of personal data

All borrowers of the library are protected by law as stated in chapter 9, paragraph 22 of the Swedish Official Secrets Act (SFS 1980:100, SFS 1989:713): 'Confidentiality within libraries is in force pertaining to registered information about an individual’s loans, reservations or other form of request, if it is not otherwise stipulated that the information may be revealed without this causing harm or impairment to the person involved or any intimate of the person.'

In library activities it may be necessary to process personal data, for which the Swedish Data Protection Act (1998:204) applies. For borrowers of the SIPRI Library this means that the personal data of all borrowers is handled so that it does not violate the individual’s integrity. The data registered is name and address and it is used for registering requests and loans and for production of statistics.

If you wish to gain access to the personal data the library keeps, please contact the library. If the registered data is found to be incorrect, the data will be corrected or deleted.
