On 8 May 2008 SIPRI Director, Dr Bates Gill, attended the press launch of the Chinese version of the SIPRI Yearbook 2007: Armaments, Disarmament and International Security at the Chinese Arms Control and Disarmament Association (CACDA) in Beijing, China. He delivered a key-note speech on '2008: A call to arms control'.

EU-CONSENT publishes latest issue of ‘EU-27 Watch’

The European research network EU-CONSENT, of which SIPRI is a member, has recently published the latest issue of its bi-annual report ‘EU-27 Watch’. Based on surveys in EU and two candidate states, it gives a comparative picture of debates on European integration and current developments in European politics. Topics discussed are:
    • The future of Europe at the end of the Portuguese Presidency
    • The Western Balkans and the enlargement agenda
    • The European Neighbourhood Policy (ENP) and Russia
    • The ongoing consultation on the budget review
    • Other current issues of high salience in the member states

SIPRI Arms Transfers Database updated with 2007 figures

The SIPRI Arms Transfers Database has been updated and now includes information on all international transfers of major conventional weapons from 1950 to the end of 2007. According to the newly released data, there was an 8 per cent fall in international transfers of major conventional weapons between 2006 and 2007. However, significant new orders in 2007, particularly in the Middle East, South Asia and South East Asia indicate that the overall rise in arms transfers since 2000 is likely to continue.

Founded – as its Charter explains – to “save succeeding generations from the scourge of war”, the United Nations has pursued disarmament goals since its creation. Disarmament is twice mentioned in the Charter, as well as the goal of ensuring “the least diversion for armaments of the world’s human and economic resources” (Article 26) – which I suspect will be of some interest to those connected with the Stockholm Institute of Transition Economics. Indeed, the very first resolution adopted by the General Assembly – Resolution 1(I) of January 1946 – identified the goal of eliminating all weapons “adaptable to mass destruction”......

United Nations Arms Embargoes: Their Impact on Arms Flows and Target Behaviour, A Report by SIPRI and the Uppsala University Special Program on the Implementation of Targeted Sanctions

This report is the first analysis of the 27 United Nations arms embargoes that have been imposed since 1990. UN arms embargoes have been criticized as having a limited impact on reducing arms flows to their targets or improving target behaviour. Against this background the report offers a reassessment of UN arms embargoes, their objectives and their effects. Recommendations for strengthening the implementation of arms embargoes are addressed in particular to the UN Security Council, but will be of interest to all UN member states, UN agencies, regional organizations, non-governmental organizations, researchers and the concerned general public.
