The European Union arms embargo on Sudan


The European Union and its member states imposed an arms embargo on Sudan in March 1994 (Council Decision 94/165/CFSP).

This embargo was modified in January 2004 due to the ongoing civil war in Sudan. The European Union decided to strengthen the arms embargo with Common Position 2004/31/CFSP and Council Regulation (EC) No 131/2004.

On 10 June 2004 the Council adopted Common Position 2004/510/CFSP amending Common Position 2004/31/CFSP so as to allow exemptions to the embargo for the African Union-led Ceasefire Commission.

On 30 May 2005 the Council adopted Common Position 2005/411/CFSP repealing Council Common Position 2004/31/CFSP. The new Common Position has been implemented to create a new legal instrument in accordance with UNSCR 1591/2005.

After the Common Position had been brought in line with the UNSCR, the Council Regulation had to be adjusted accordingly. Therefore, Council Regulation (EC) No 838/2005 amended Council Regulation (EC) No 131/2004.
