In February 1999 Security Council resolution 1227 (PDF) Strongly urged 'all States to end immediately all sales of arms and munitions to Ethiopia and Eritrea'
In May 2000 the Security Council replaced this non-binding statement with a mandatory arms embargo. More information is available here.
