A biologist by training, Dr Dong is an Associate Professor in the Health Department of General Logistics of the Peoples’ Liberation Army (PLA) and is an expert on the verification of arms control agreements. She was a member of China’s delegation to the Ad Hoc Group (AHG) that negotiated a draft protocol to strengthen the 1972 Biological and Toxin Weapons Convention (BTWC). She has also assisted with the drafting of China’s export control regulations of dual-use biological agents and related equipment and technology.
