The Organisation for Security and Cooperation in Europe (OSCE)
In January 1992 the OSCE participating states agreed that effective national control of weapons and equipment transfer was of the greatest importance and decided to include the question of how to establish a responsible approach to arms transfers as a matter of priority in the work programme of the post-Helsinki arms control process.
The OSCE has subsequently agreed a number of measures on arms export control, including criteria on conventional arms transfers and a system for exchange of national information.
