At their Summit between 15-17 May 1998 leaders took the opportunity to issue as statement on the nuclear tests conducted by India on 11 and 13 May, immediately before the Summit.
In their discussion of arms control, nonproliferation and disarmament the main issue emphasized by Foreign Ministers was perhaps the need to ratify and implement the bilateral US-Russian agreement to reduce strategic nuclear weapon arsenals, START-II.
The Summit communique emphasized the need to make export controls more effective and to deny any kind of assistance to nuclear, biological and chemical weapon programmes.
