Bioviolence: Preventing Biological Terror and Crime

Dr Barry Kellman, Professor of international law, Director of the International Weapons Control Center at DePaul University College of Law in Chicago, Ill., and Senior Chair of the ABA Committee on International Security of the Section on International Law

Dr Kellman will discuss biological terrorism and crime and present the findings of his book Bioviolence: Preventing Biological Terror and Crime (Cambridge University Press, September 2007). A discussion on research and policy issues connected to bio-chemical weapons control, nonproliferation, counterterrorism and crime control will follow. Representatives from Swedish government and research institutions - including those involved in defence, foreign policy and law enforcement - are invited.

Professor Kellman’s professional work has long been concerned with weapons of mass destruction, proliferation and terrorism. He worked for ratification and implementation of the 1993 Chemical Weapons Convention as lead author of the Manual for National Implementation of the Chemical Weapons Convention. For the past six years his work has focused on biological terrorism. He has published widely on weapons proliferation and smuggling, the laws of armed conflict, Middle East arms control, and nuclear nonproliferation.

The lecture will be introduced and chaired by Ambassador Rolf Ekéus, Chairman of SIPRI’s Governing Board.
