Old and Abandoned Chemical Weapons under the CWC: Fact Sheet 4

I. Prepare and submit first declarations 30 days after entry intoforce

OCW

if produced before 1925

  • all available relevant information, including, to the extent possible,the location, type, quantity and the present condition of these old chemicalweapons

    if produced between 1925 and 1946

  • all available relevant information, including, to the extent possible,the location, type, quantity and the present condition of these old chemicalweapons

  • all information, to the extent possible, required under the declarationfor chemical weapons (Part IV(A), paras 1-3

    ACW

    territorial State Party

  • all available relevant information, including, to the extent possible,the location, type, quantity and the present condition of these old chemicalweapons

    abandoning State Party

  • all available relevant information, including, to the extent possible,the location, type, quantity and the present condition of these old chemicalweapons

    II. Prepare and submit declarations in case of future discoveries 180days after discovery

    OCW

    if produced before 1925

  • all available relevant information, including, to the extent possible,the location, type, quantity and the present condition of these old chemicalweapons

    if produced between 1925 and 1946

  • all available relevant information, including, to the extent possible,the location, type, quantity and the present condition of these old chemicalweapons

  • all information, to the extent possible, required under the declarationfor chemical weapons (Part IV(A), para 1-3

    ACW

  • all available relevant information, including, to the extent possible,the location, type, quantity and the present condition of these old chemicalweapons

    III. Prepare initial inspection

  • secure the site with OCW or ACW

  • prepare inventory of OCW or ACW

  • search for and prepare additional information to identify origin, history,production characteristics and types of toxic agents contained

    IV. Submit destruction plan

    OCW produced before 1925

  • dispose/destroy and provide information on destruction/disposalduring past year, name of demilitarization and destruction/disposal facility,methods to be used for destruction/disposal

    OCW produced between 1925 and 1946

  • submit general plan for destruction (as required under Part IV (A)para 6 and annual plan for destruction (as required under Part IV (A), paras29-35
  • submit proposal for modification of destruction plan with respectto time-limit and order of destruction

    ACW

  • submit general plan for destruction (as required under Part IV (A)para 6 and annual plan for destruction (as required under Part IV (A), paras29-35
  • if the ACW meet the definition of OCW produced between 1925 and1946 and do not pose a risk to the object and purpose of the Convention,based upon request the applications of provisions on destruction may bemodifed or suspended

    V. Inspection activities

  • co-ordinate and co-operate in OPCW inspections

  • designate escorts

  • set up a support system for inspectors

  • prepare briefing material

  • train national inspectors

    VI. Negotiate with abandoning state, the OPCW or other States Parties

    ACW

  • negotiate destruction plan or support (financial, technical) withabandoning State Party

  • negotiate destruction plan or support (technical) with OPCW if abandoningState Party cannot be identified
