Project on Chemical and Biological Warfare


Written by the SIPRI-Saskatchewan-Frankfurt Group on the National Implementationof the Chemical Weapons Convention and supported by the Volkswagen Foundationunder a grant entitled 'Effective Implementation of the Chemical WeaponsConvention' to support national implementation undertakings.



Communication with the OPCW and other States Parties

  • serve as contact point
  • fulfil co-operation obligation
  • provide legal assistance to facilitate implementation
  • provide manpower to the OPCW
  • pay annual financial contribution to the OPCW

Fulfil initial and annual declaration obligations

  • submit declarations
  • compile information gathered from industry about scheduled chemicals
  • prepare aggregates of industry data
  • ensure protection of confidential business information (CBI)
  • provide information on national programmes related to the safety of people and protection of the environment
  • provide information on old and abandoned CW, if required

Facility agreements

  • oversee and advise on the process of negotiating facility agreements
  • review and protect areas of CBI
  • provide access to data transmission
  • observe safety regulations
  • develop special procedures
  • provide industry support service

Inspection activities

  • co-ordinate and co-operate in OPCW inspections
  • designate escorts
  • set up a support system for inspectors
  • prepare plant sites for inspections (planning, training)
  • review aspects of CBI
  • prepare briefing material
  • train national inspectors

Assistance obligation

  • contribute to the OPCW stock of protective equipment
  • consider monetary contribution to the Voluntary Fund for assistance
  • prepare information and assistance under Article X
  • consider a voluntary contribution to the OPCW data bank on protective equipment

Destruction obligations

    if there are CW, CW production facilities, old CW or abandoned CW

  • co-ordinate and supervise destruction
  • prepare first and annual declarations

Clarification function

  • arbitrate during inspections by the OPCW
  • arbitrate during challenge inspections
  • check declarations for consistency, accuracy and completeness
