National reports on arms exports


An increasing number of countries produce annual reports on their arms transfers. This information varies enormously in terms of timeliness, format and level of detail. Some countries produce reports that include detailed descriptions of all equipment licensed for export, instances where an export licence was denied, and all equipment actually exported. Meanwhile, others countries produce only financial data on either licences or exports with little information on the type of equipment involved.

In addition to producing national reports, many countries also make information available to regional and international reporting mechanisms such as the the Annual Report according to Operative Provision 8 of the EU Code of Conduct on Arms Exports or the UN Register on Conventional Arms Transfers.

This page is an attempt to bring together all of these national, regional and international reporting mechanisms in one place. Australia


The Department of Defence produces an annual report on Australian arms exports. The report gives a description of Australia's export control system and lists exports of defence materiel and dual-use goods by fiscal year.

Austria


The Foreign Ministry published its first annual report on arms exports in 2006. The report reproduces the information on export licences and arms exports submitted by Austria to the Annual Report according to Operative Provision 8 of the European Union Code of Conduct on Arms Exports.

Belarus


The Ministry of Foreign Affairs began publishing an annual report on Belarus' arms exports in 2002.  The report includes data on arms exports submitted to the UN Register and as part of the OSCE document on small arms and light weapons.

Belgium


The Belgian Government has been legally obliged to provide Parliament with an annual report on the implementation of its arms export legislation since 1991. These reports are produced by the Department of Foreign Affairs and include information on licences granted and exports along with information on the type of recipient in each country.

Belgium - Regional Reports


In early 2003 the Belgian Government transferred licensing competence from the Federal Government to the three regional governments (Brussels, Flanders and Wallonia). Along with taking responsibility for granting export licences, the regional governments are now responsible for reporting on export licences and exports.

Brussels

In late 2005, the Flemish regional government began publishing monthly reports on all approvals and denials of arms export, import and transshipment licences. The reports include information on the type and value of goods licensed, the recipient country and the type of end-user. These reports are available here.

Wallonia

Bosnia and Herzegovina


The Ministry of Foreign Trade and Economic Relations published its first report on arms exports in February 2005, covering activities during 2004. Available in Bosnian with an English summary, the report provided information on licences granted for the import, export and transit of military equipment, giving a brief description of the goods involved and their destination. The report published in 2007, covering activities during 2006, increased the level of detail in the report, including more detailed descriptions of the goods as well as information on licence denials.

Bulgaria


The Ministry of Economy and Energy published its first report on arms exports in February 2007, covering activities during 2005. Available in Bulgarian, the report provides information on export and import licences granted and used, giving the number of licences, their financial value, and the categories of equipment covered, broken down by recipient or supplier country.

Canada


The Department of Foreign Affairs and International Trade (DFAIT) has published an annual report on the export of military goods from Canada since 1990.  The report contains descriptions of the goods exported and their country of destination.

Czech Republic


The Ministry of Foreign Affairs published its first annual report on arms exports from the Czech Republic in 2004. The report includes information on licences granted as well as details of imports and exports of military equipment.  In previous years, the Ministry of Foreign Affairs published an annual report giving details of the import, export, and possession of SALW.

Denmark


The Ministry of Foreign Affairs produces an annual report with information on the value of export licences granted, disaggregated by recipient country, category of weapon and type of recipient (defence, security, industry and 'other').

Estonia


The Ministry of Foreign Affairs produces an annual report on arms export policies. The first public report was released in February 2005 and covered activities in 2004. The report covers the import, export and transit of both military equipment and dual-use goods and contains information on the category of goods, their value and destination.

Finland


Since 2000 the Ministry of Defence has published its submissions to the EU Code of Conduct Annual Report on Finnish defence exports. For each recipient country the Finnish report provides the category, quantity and value of licences granted and goods exported.

The Ministry of Defence published the first report on arms exports in 2000. The report gives the value and category of licences granted and actual exports to each country including information on transfers of SALW.

Germany


The Federal Ministry of Economics and Labour published its first annual report on German arms exports in 2000. The German report gives details on the category and value of export licences granted and information on licence denials.  The report also gives the financial value of exports of 'weapons of war' per destination.

Ireland


The Department of Enterprise, Trade and Employment publishes information on the number of export licences for military equipment issued granted each year. Information is given on the number of licences, the category of equipment covered and the destinations.

Italy


Since 1990 the Italian Government has been legally required to submit an annual report on arms exports to Parliament. The report consists of six parts compiled by the Ministries of Defence, Foreign Affairs, Foreign Trade, Interior and Finance, and the Treasury. The report lists the type, value and quantity of goods licensed for export, disaggregated by destination and exporting company.

Macedonia (Former Yugoslav Republic of)


In June 2006, the Former Yugoslav Republic of Macedonia (FYROM) published its first annual report on arms exports. The report contains detailed information on all arms export and transit licences, including a description of the goods, the number of units, the recipient, end-user and type of end-user.

Montenegro


In July 2007, the Ministry for Economic Development of the Republic of Montenegro published its first annual report on arms import and export of controlled goods. The report contains information on each export licence issued, giving a description of the goods, the number of items involved, and the total financial value.

The Netherlands


The Ministry of Economic Affairs has produced an annual report on arms export licences since 1997. Along with information on licences granted, the Dutch report also includes detailed information on instances where a licence application has been denied.  This includes the intended recipient, the type of equipment, and the reason the denial was issued.

In November 2004 the Netherlands also began publishing monthly reports on export licences. The reports state whether an export licence refers to goods that will be re-exported to a third country and gives the country of final destination. These reports are available here.

Norway


The Ministry of Foreign Affairs publishes an annual report on arms exports. The report gives a description of the goods exported to each country and indicates whether the items are complete products or components.

The Ministry of Defence publishes data on the value of Portuguese arm exports as part of its annual report on defence statistics.

Romania


The National Agency for Arms Export Controls published its first report on Romanian arms exports in 2002. The report includes the number of licences issued to each destination, the category of goods covered and whether the licences were for a complete weapon system, repairs and loans, or spare parts.

The Ministry of Economy and Regional Development published its first annual report on arms exports in 2007, covering activities during 2005 and 2006. The report gives information on licences granted and actual exports, giving descriptions of the goods, the number of items involved, and the type of end-user.

Slovakia


The Slovakian Ministry of Economy published its first annual report on arms exports in February 2006, covering activities during 2004. The report covers arms exports and arms imports, detailing the financial value, and number of licences issued, for the ten largest recipients and suppliers.

Slovenia


The Slovenian Ministry of Defence published its first annual report on arms exports in March 2006, covering activities during 2005. The report gives information on export and import licences for military equipment, detailing the category of goods involved, the number of items, their financial value and their destination.

South Africa


The Department of Defence pubishes an annual report on South African arms exports with information on the value of goods exported broken down by category and destination.

Spain


The Ministry of Tourism, Industry and Trade has published reports on Spanish arms exports since 1995. The report contains information on the value of actual exports, the military list ratings of actual exports, and the number and value of licences granted. The report also contains information on denials of export licences, including the categories of equipment and the criteria invoked.

Sweden


ISP Report

The National Inspectorate of Strategic Products (ISP) publishes an annual report on Swedish arms exports each spring. The report contains information on export licences and actual exports, including a description of the equipment, and its value. The report also includes information on export licence denials, including the equipment involved, its intended destination and the crieteria invoked.

FIF Report

The Association of Swedish Defence Industries (FIF) produce an annual report which includes information on Swedish defence exports. The FIF's estimation of the value of Swedish defence exports is usually higher than that produced by the ISP.

Switzerland


The Swiss State Secretariat for Economic Affairs publishes an annual report on arms exports. The reports give information on actual exports of military goods, broken down by destination and category of equipment.

Ukraine


The State Service of Export Control of Ukraine published its first report on arms exports in January 2006, covering activities during 2004. Available in Ukrainian, the report reproduces Ukraine's submission to the UN Register, provides details on the number of SALW exported worldwide, broken down by category and destination, and gives the total number of import, export and transit licences granted for military and dual-use goods.

FCO Report

The UK Foreign and Commonwealth Office publishes an annual report on arms exports. The report contains a description of all goods licenced for export to each destination, as well as information on licences refused. The report also includes information on the financial value of actual exports.

The Defence Analytical Services Agency (DASA) includes a chapter on UK arms exports in its annual report on defence statistics. The DASA figures on the value of UK arms exports that are substantially higher than those produced by the FCO.

The United States


655 Report

The US Department of Defence and the US State Department are legally required to prepare an annual report on arms exports, known as the "Section 655" report. The State Department's contribution is produced by the Directorate of Defense Trade Controls and gives information on goods licensed for export as Direct Commercial Sales (DCS). These reports can be found below. The DoD contribution, which covers goods licensed for export and exported via the Foreign Military Sales (FMS) program, is not made public. However, the Federation of American Scientists regularly obtains the DoD contribution via Freedom of Informatio Act requests. These reports are made available here.

FMS Facts

The Defense Security Cooperation Agency (DSCA) of the US Department of Defence produces the annual 'Foreign Military Sales, Foreign Military Construction Sales and Military Assistance Facts'. This report contains financial data by fiscal year on FMS agreements, FMS deliveries, foreign military construction sales agreements, foreign military construction sales deliveries, foreign military financing programs, and direct commercial sales deliveries.

The DSCA also publishes the Arms Sales Notifications Index which gives information of notifications to Congress of possible Foreign Military Sales and the Excess Defense Articles Online Database which gives 'up-to-date information on surplus weaponry given away to U.S. allies for free or at substantially reduced prices'.


CRS Report

In 2004 the Congressional Research Service began publishing 'U.S. Arms Sales: Agreements with and Deliveries to Major Clients'. This report gives 'background data on United States arms sales agreements with and deliveries to its major purchasers'.

FAS Resources

The Federation of American Scientists provides a wealth of official data on US arms transfers on the government data section of their website. Among the many resources available are the Database of Notifications to Congress of Pending U.S. Arms Transfers, which contains searchable summaries of notifications to Congress of proposed Foreign Military Sales and Direct Commercial Sales, and the Database of U.S. Small Arms Shipments, which contains searchable data on small arms shipments to any country or region from 1990 to 2000.

EU Annual Report


The Annual Report according to Operative Provision 8 of the European Union Code of Conduct on Arms Exports is designed to enable member states, parliaments and civil society to understand how the EU Code of Conduct on Arms Exports is being interpreted at the national level. The report provides statistical data for the previous calendar year on export licences, arms exports and denials of export licences by all EU member states.

UN Register


The United Nations Register of Conventional Arms (UNROCA) was established in 1991 and is managed by the United Nations Department for Disarmament Affairs (DDA) The Register was established 'to prevent excessive and destabilizing accumulations of arms'. States are invited to report annually on their imports, exports and holdings of certain types of conventional weapon and the information is published on the DDA website.

WMEAT Report


The US Department of State, Bureau of Verification and Compliance produces the annual report on 'World Military Expenditures and Arms Transfers'. The report provides information on military expenditure, arms transfers, armed forces, and other economic data for all countries.

CRS Report


The US Congressional Research Service produces the annual report on 'Conventional Arms Transfers to Developing Nations'. The annual report contains 'unclassified quantitative data on conventional arms transfers to developing nations by the United States and foreign countries for the preceding eight calendar years.'

COMTRADE data


A number of countries report exports and imports of 'Weapons and Ammunition' to the Comtrade Database of the UN Statistics Division. However, these figures are only of limited use since some of the major arms exporters do not report, and the definition of 'Weapons and Ammunition' used does not cover warships, combat aircraft and military electronics (see SIPRI Yearbook 1998, p. 307).

NISAT Database


The Database of Authorised Transfers of Small Arms and Light Weapons is maintained by the Norwegian Initiative on Small Arms Transfers (NISAT). The database contains 'over 250 000 records detailing transfers between some 250 states and territories over the period 1962-2003'.  The data is based on information collected by national customs authorities.
