Sir Marrack Goulding, 1936–2010
All of us at SIPRI are saddened to learn of the passing of Sir Marrack Goulding. In addition to his long and distinguished service as a diplomat and senior United Nations official, he served with great distinction as a member of the SIPRI Governing Board from 1997 to 2007. The SIPRI Governing Board and all SIPRI staff send our deepest condolences to his family and to his friends around the world. -
Controlling conflict resources in the DRC
The continuing conflict in eastern DRC is fuelled by the sale of valuable minerals from mines controlled by both rebel groups and army units. In a new Policy Brief, SIPRI Researcher Ruben de Koning explores the challenges and opportunities of industry-, government- and donor-led proposals for regulating the DRC's mineral trade, explaining that the first essential step is to demilitarize mining sites. -
New Chairman of the Board of SIPRI appointed
On 23 June, the Swedish Government appointed Göran Lennmarker as the new Chairman of the Governing Board of SIPRI. He will formally take up this position in September 2010. He succeeds Ambassador Rolf Ekéus who will be stepping down, having served his mandated 10-year term. Read more -

the Razumkov Centre—Ukrainian Centre for Economic and Political Studies
(UCEPS), Kyiv. The translation of the SIPRI Yearbook is funded by a
grant from the Swiss Federal Department of Defence, Civil Protection
and Sport, which also supports Chinese and Russian translations.

New background paper on arms transfers to Europe and Central Asia

Military expenditure and arms imports in Europe and Central Asia have increased during the past decade. Military reform and modernization have been offered as justifications for the significant increase in military spending and arms procurement in Eastern Europe, but other factors such as unresolved border disputes, territorial claims and separatism also play a role.

New insight paper on demilitarizing mining areas in the Democratic Republic of the Congo

The illegal economic exploitation of artisanal mining areas by military forces is a persistent problem in the eastern Democratic Republic of the Congo (DRC), even in areas such as northern Katanga Province that are in transition to peace. There is little political will to completely demilitarize mining areas. Read more.

SIPRI Military Expenditure Database
The SIPRI Military Expenditure Database will be updated on 3 June with SIPRI's latest data. The database provides a consistent time series on the military spending of 172 countries since 1988. Data are provided by country in the following three formats:
- in local currency, at current prices. 1988-2009
- in US dollars, at constant (2008) prices and exchange rates, 1988-2009
- as a share (%) of gross domestic product (GDP), 1988-2008

SIPRI will present key findings of the 2010 SIPRI Yearbook at a lunch seminar in connection with the conference on NATO's European Dimension, organized by the Security and Defence Agenda at the Concert Noble. Ukraine's integration into European security cooperation
SIPRI, together with the Polish embassy in Stockholm, will host a two-day conference on Ukraine's integration into European security cooperation. The purpose of the conference is to complement the agenda of the EU's Eastern Partnership (EAP) with a discussion of select security-related problems which are critical in facilitating Ukraine's 'European destiny' and building its sense of inclusion. Key speakers include Adam Kobieracki, Head of the Security Policy Department of the Polish Ministry for Foreign Affairs and former NATO Assistant Secretary General for Operations (2003-2007), Malena Mård, Deputy Director-General, Ministry for Foreign Affairs, Department for Eastern Europe and Central Asia, and Yevgen Perebyinis, Ukrainian Ambassador to Sweden.
